Description

1 - Macro and micro economic framework of the field of public contracts. Recommended approach and tools for operating in the context of public contracts on the contracting authority's side. Critical issues and their possible solution. Project management and reference standards. Project management tools and techniques:. 2 - Introduction to quality in the context of public procurement; overview of reference standards; product quality (quality criteria for materials, products and constructions); process quality (methodologies for monitoring and improving the quality of work processes); Integration of quality principles in the programming and design phases; Project risk management. 3 - Information management in public procurement; principles of data management and informatics; regulations and requirements for the management of public procurement information; project quality and quality of information management; processes, methods and tools to structure and guarantee transparency and accessibility of the information flow in the design and management of the contract; project reporting. 4 - From programming/design to execution of the works: the start of the execution phase, the assignments; the management of subcontracting and contractual changes; process control and monitoring tools. 5 - Project procurement The race and its management. The phases, the choice of the procedure and the object of the contract. The elements of the technical offer and the methods of assigning scores. The options. Alternative systems to procurement. The framework agreement. The public-private partnership and the construction and management concession. The execution of the contract and the management of disputes.

Educational project

Provide knowledge, skills and tools to deal with the correct management of the contract, also through project analysis formalisms and the use of digital support tools. Note: Training objectives may vary based on the level of the course (introduction, advanced, specialization) and the target audience. The level may vary from edition to edition. The first edition of the course intends to offer the basic notions and analysis of the main management tools.
